Michigan voters will decide whether to rewrite the state constitution on the November 2026 ballot.
If voters approve Proposal 1, it would trigger a constitutional convention, a first in over 60 years.
What will Proposal 1 look like on the ballot?
All Michigan voters will see the following wording on the 2026 November ballot for Proposal 1:
Proposal 2026-1: A proposal to convene a constitutional convention for the purpose of drafting a general revision of the state constitution
Shall a convention of elected delegates be convened in 2027 to draft a general revision of the State Constitution for presentation to the state’s voters for their approval or rejection?
What does Proposal 1 mean?
The proposal is an automatic 16-year question under Article XII, Section 3 of the Michigan Constitution, which asks whether to hold a constitutional convention.
If voters say “yes” in 2026, it would open the door to revising the Constitution. A majority vote would trigger the Legislature to convene a constitutional convention; no separate enabling statute is required.
Voters have rejected the question in every 16-year cycle since 1978.
What happens at a constitutional convention?
Under the Michigan Constitution, 148 delegates would be elected to amend the 12 articles of the Constitution if Proposal 1 passed.
Any new proposed constitution would go back to the voters for approval.
Voters approve revision
According to a WDIV/Detroit News poll that was conducted between Aug. 31 and Sept. 3, 2026, nearly half of Michigan voters supported revising the state constitution.
Here is the exact wording of the question asked over the phone: Every sixteen years, Michigan’s Constitution requires that voters consider whether or not to hold a Constitutional Convention for the purpose of rewriting the State Constitution. Proposal 1 will ask voters: Shall a convention of elected delegates be called for the purpose of a general revision of the Michigan Constitution, any such revision to be submitted to the voters for ratification? Would you vote yes or no on this question?
