Theportal,namedtheMichiganTransparencyNetwork,ismeanttobeanintegratedsystemforcampaignfinance,lobbyingandpersonalfinancialdisclosures—providingthepublicaviewintokeyethicsfilingsbycandidatesandtheirelectedofficials.
ButtheonlinesystemhasbecomealongstandingheadachefortheMichiganDepartmentofState.TylerTechnologies,aTexasfirmthatwasthesolequalifiedbidderforthe$9millioncontract,hasstruggledtofollowthroughonprojectgoalstoutedbySecretaryofStateJocelynBenson.
Theemails,obtainedthrougharecordsrequest,showstateofficialshadmonthsofback-and-forthamidgrowingfrustrationwiththecontractor,repeatedlycallingdelaysandprogrammingerrors“unacceptable.”
